What is the Haringey Safeguarding Children Partnership (HSCP)
Safeguarding Partnerships support and enable local organisations and agencies to work together in a system where:
- there is a clear, shared vision for how to improve outcomes for children locally across all levels of need and all types of harm:
- there is a prompt, appropriate and effective response to ensure the protection and support of the child
- organisations and agencies are challenged appropriately, effectively holding one another to account
- the voice of children and families combined with the knowledge of experienced practitioners and insights from data, provides a greater understanding of the areas of strength and/or improvement within arrangements and practice
- information is sought, analysed, shared to understand outcomes for children and identify new safeguarding risks or emerging issues
- senior leaders promote and embed a learning culture which supports local services to become more reflective and implement changes to practice
Senior leaders must have a good knowledge and understanding about the quality of local practice and its impact on children and families. Following the publication of Working Together 2023 Lead Safeguarding Partners (LSPs) has transitioned to Chief Executives of the Local Authority and ICB, and the Assistant Commissioner for Front line Policing (London MPS). Each LSP now has appointed Delegated Safeguarding Partners (DSPs) to act on their behalf. DSPs are sufficiently senior to speak with authority, make decisions, and hold their sectors accountable.
The three statutory Lead Safeguarding Partners (LSPs) are:
- Andy Donald, Chief Executive, Haringey Local Authority
- Matt Twist, Assistant Commissioner for Frontline Policing, Metropolitan Police Service
- Frances O'Callaghan, Chief Executive, North Central London Integrated Care Board
The membership of the Executive Group in line with the requirements of Working Together 2023 will be the three Delegated Safeguarding Partners (DSPs):
- Marco Bardetti, Detective Chief Superintendent North Area Borough Commander (Haringey and Enfield), North Area BCU, Metropolitan Police Service
- David Pennington Director of Safeguarding and Looked After Children for North Central London Integrated Care Board
- Ann Graham, Corporate Director of Children’s Services, Haringey Local Authority
In addition, in attendance is David Archibald, HSCP Independent Scrutineer - attending in their role as a critical friend, to provide support and challenge, and not as a decision maker.
The delegated officers (DSLs) for the three lead safeguarding partners meet regularly as an Executive group to work together for the purposes of strategic decision making and holding each other to account where appropriate
Sitting under the Executive group is our Leadership Group which includes representation from Education, Voluntary Sector, Health, Police, Probation, Children's Social Care, London Fire Brigade, London Ambulance Service, CAFCASS, Housing, Legal Services, Deputy Leader of Haringey, Community Safety, Adult Services and Public Health in recognition of the important roles they have in ensuring effective multi-agency safeguarding arrangements are in place in Haringey.
A wider group of relevant safeguarding partners across Haringey are directly engaged with the work of the Safeguarding Children Partnership through membership of its subgroups. These multi-agency arena’s help to progress the work of the HSCP:

Practice, Learning, Workforce and Development (PLWD) - chaired by Health
Child Safeguarding Practice Review (CSPR) – chaired by Children’s Social Care
Joint Operational Group (JOG) – Chaired by Children’s Social Care Principal Social Worker
Multi-Agency Child Exploitation subgroup (MACE) – Chaired Jointly by Met Police and Children’s Social Care
